Improve CI workflow and update SDK parameter names

This PR makes several improvements to the CI workflow and SDK:

1. Adds separate jobs for fast tests and devnet tests in the CI workflow
2. Updates parameter names in the ABI to match the latest contract changes:
   • withdrawal_target → to_addr
   • sender_addr → from_addr
   • recipient_addr → to_addr
   • compute_enc_address_hash → compute_enc_user_addr_hash
3. Adds support for the new Swap client action
4. Updates npm scripts for better organization:
   • Adds test:devnet script
   • Renames generate:hashes to generate:cairo-hashes
   • Adds check:fast for quicker pre-commit checks
