Update spade for single file processing

• License permits unrestricted use (educational + commercial)
• This PR adds a new tool or tool collection
• This PR updates an existing tool or tool collection

There are two labels that allow to ignore specific (false positive) tool linter errors:

• skip-version-check: Use it if only a subset of the tools has been updated in a suite.
• skip-url-check: Use it if github CI sees 403 errors, but the URLs work.

Since @paulzierep is OOO i did finish his work which he started here: #7802

If I remember things correctly than the original issue prompting the change can now also be addressed with the new version of the Harmonize collections tool.

For the moment an issue with that is that the Harmonize collections tool is not loading at all in the tool panel, but this is already fixed upstream.

So maybe we can wait another day or two until the tool is back and then decide whether that's an elegant enough solution.

I know that paul did open a issue with this and that there was something but i didnt read throug it since he did ask me to make this change here. If there is a fix on galaxy side which work this also would be nice!

So we can wait to merge if the other tool works :)
