Removes the running-task suffix from urgency labels so active runs no longer wrap the Dashboard allowance row. The shared formatter also keeps Settings labels compact. Updates the README and covers zero, one and multiple active runs.
Validation: frontend build, ESLint and 191 frontend tests pass. Go build, formatting, vet, golangci-lint and the full race test suite pass. Self-review found no issues. Verified the dev Dashboard against the real daemon with an active run, with all three allowance rows at 40px height. Local installer built from commit 120729e.
