feat(app-shell): actions between the pages and the account - #92

An app with buttons that work on any page (gallery's 搜尋 and 上傳) can now keep the page tabs, which fold into the menu below md, instead of replacing the whole top right. BuildVersion is exported for apps that fill the bottom left themselves. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

actionsprop: rendered in the top right after the page tabs and before the account. Below md the tabs fold into the menu button; the actions stay.BuildVersionis exported, for apps that put the account in the bottom left next to the build.Why: gallery replaced the whole top right with its own 搜尋/上傳, so adding page tabs there skipped the narrow-screen menu and the tabs ran into the breadcrumb at 390 px.
