What's Included

Creates the new "Economic Development, Tourism and Culture" taxonomy term (with French translation "Développement économique, du Tourisme et de la Culture") and migrates all content referencing the two old terms ("Economic Development" and "Tourism and Culture") to the new term via a
hook_update_N.Migration rules applied:
Testing Instructions
After deploying and running
drush updb, verify in the admin:/admin/structure/taxonomy/manage/department/overviewAdditional Notes
In the database snapshot using during development, the migration updated 24 nodes that were in DRAFT state and had never been published. Those all got a new draft revision created with the department correctly updated. As such, if and when those are ever published, they will have the correct department set already.
