Create custom filter to identify Fre pages that need to be archived #1154

We'd like to find out how many Fre pages need to be archived because Eng side archived. Create custom filter on the content translation admin page to identify Eng pages that were archived, but Fre were not. Once we know how many pages are affected, we can decide if we want to automate or manually archive.
