This PR enables extraction of bin packages, which are XZ-compressed plain tarballs.
Adds
tarball.XZDataReader(a thin opener delegating to the xz library, mirroringdeb.DataReader),wires the slicer's store branch to it, and adds
testutil.MakeBin/MustMakeBinfor xz-compressedtar fixtures. Bin packages now extract correctly; manifest recording remains out of scope.
