ci: Run the Linux disk cleanup on the VM, and pin Ubuntu 24.04 - #1767

The WebAssembly and Desktop build jobs run in the wasm-build container, so the cleanup step ran inside it, where the paths it removes don't exist. It freed nothing, and the jobs started with about 13 GB free. The step now runs on the host VM (target: host), as in unoplatform/Uno.Wasm.Bootstrap#1123. Also pin ubuntu-24.04 instead of ubuntu-latest, which is moving to Ubuntu 26.04. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Description
