Operational Readiness Improvement

Adds operational runbooks in runbooks/*.md for all alerts defined in deploy/prometheus/spindle-alerts.yaml as permitted under operations policy.

Files Created:

  • runbooks/README.md: Index of operational alert runbooks.
  • runbooks/SpindleForkCase3Elevated.md: Runbook for SPEC §18.3 Case 3 elevated state resolution rate alert.
  • runbooks/SpindleAppendLatencyHigh.md: Runbook for p50 (>2ms) and p99 (>10ms) group durability append latency alerts.
  • runbooks/SpindleFederationBacklog.md: Runbook for outbound federation outbox queue backlog alert (>500 events).
  • runbooks/SpindleSyncLagHigh.md: Runbook for client /sync event delivery lag alert (>30s).
  • runbooks/SpindleDown.md: Runbook for unanswering metrics listener alert.
  • runbooks/SpindleServerErrors.md: Runbook for elevated HTTP 5xx error rate alert (>1%).

Preflight / Disjoint Ground Verification:

  • Open PR snapshot checked: spindle#321 covers crates/spindle-server/src/netguard_test.rs and lib.rs.
  • This PR touches strictly disjoint ground under runbooks/*.md.

Adds operational runbooks in runbooks/*.md for all 7 alerts declared
in deploy/prometheus/spindle-alerts.yaml. Each runbook details alert
overview, architectural context, user impact, PromQL diagnostic steps,
and operational mitigation procedures.
