Added othello rating system.
New app "rating" which basically manages the entire thing.
Added fields to existing models such as user, submission, and game for needed functionality
Some parts have if sys.platform == "win32" ... else ..., so when it runs on my local system, it doesn't actually run real games since it doesn't work on windows.
