Updates language version to 10
Updates object creation to targeted
new()syntax.Mostly newing up List and Dictionary properties, or object setup in constructors. Because of this don't think any of them lose readability with the new syntax.
Haven't changed test project code while migrating, but did bump it to 6.0 so it's a single SDK required
