This pull request removes the uv-export pre-commit hook responsible for synchronizing pylock.toml. Feedback indicates that the pylock.toml file should also be deleted from the repository to prevent leaving a stale lockfile.

Delete pylock.toml from the repository. Removing the sync hook without deleting the file leaves a stale lockfile.

Dropping this because renovate is not aware of it and cannot update it. It currently gets in the way by failing the pre-commit
