Bumps helm2/Rancher chart to v2.3.3.
Disables the e2e tests that use https://github.com/helm/chart-testing. The version that we were pinned to no longer works due to the old stable charts repo (https://kubernetes-charts.storage.googleapis.com) being deprecated. Newer versions are incompatible.
