PR #83 wired scrollbars.css into shell.css/all.css bundles only. Leaf pages include shell files individually (measured on scholar/writer/stats: zero bundle loads), so the surface reached zero pages — scholar shipped a native light scrollbar on dark (operator 2026-10-23). This loads scrollbars.css in standalone_shell.html right after theme.css, mirroring mobile.css. Tokens consumed (--workspace-border-default/--workspace-bg-secondary/--workspace-border-hover) exist in both theme blocks. Verified: template loads in hub Django context; ordering theme < scrollbars < mobile.
