HTML encoding sniffing only recognizes lowercase meta and also treats longer tag names beginning with meta as meta elements. Match the tag name case-insensitively and require a valid tag-name boundary. Existing attribute parsing and first-tag policy remain unchanged. The unchanged current suite passes 201 tests / 914 assertions on Ruby 4.0.6 and 199 / 906 on Ruby 3.2.11. External dual-Ruby case and boundary models, syntax and diff checks pass. No repository tests were changed.
