* chore(ci): add build job to workflow * chore: install KCL * fix: lint * fix: use system-provided executables if provided * fix: export missing executable vars * fix: disable locally defined executable vars in sub-makefiles * chore: temporarilly disable shellcheck * chore: manually consolidate terraform version * chore: temporarilly use system-provided kcl executable only * chore: reset get_tools to main state * chore: temporarilly use PATH-based binary for kcl * chore: ensure GOPATH bin is propagated to github path * chore: install terraform * chore: add ansible install and tflint actions * chore: use github-provided actions * chore: add QEMU action * chore: re-enable dynamically set kcl binary * chore: cleanup

Terraform scripts seems malformed all of a sudden, where this needs refactoring that is out-of-scope for this PR
