Add release workflow publishing dist archives on tag push - #13

When a version tag (e.g. 0.1.1) is pushed, build and test the plugin, then create a GitHub release with the trinoPluginDistZip / trinoPluginDistTar archives attached and auto-generated notes. Also bump the ADBC version in the README requirements table to 0.24.0, which the dependency update in #7 missed.
