Feat: Add option enforcing only resources from configarr in *arr

Maybe it would be usable to add an option like enforce_configarr_only_resources: true which syncs and deletes not available resources in *arr:

• would delete all QualityProfiles not defined in Configarr
• would delete all CustomFormat not defined and used and in Configarr
