rustc-argsfrom docs.rs metadata to prevent leaking--cfg docsrsto dependencies, and replace removeddoc_auto_cfgfeature withdoc_cfg(removed in Rust 1.92.0).I think we need to release a new version 0.12.1 to fix the build error.
also cherry-picked the normalized CHANGELOG.md from #542 so that I can add a new section for the root crate.
