Summary

add the missing opening frontmatter delimiter to .changeset/cold-foxes-attend.md
fixes the Create Release failure: could not parse changeset - invalid frontmatter

Verification

npx changeset status --since=origin/main
mise push-branch (lint, typecheck, npm test, build, test:harness)
npm test: 393 passed
harness smoke: ok
