Fixes #576

Changes

Parse qt_no_exception_capture as a boolean configuration option.
Allow explicit False and 0 markers to override the global setting.
Preserve the existing no-argument marker behavior.
Add seven parameterized regression tests.

Testing

Targeted tests: 17 passed, 5 skipped.
Full suite: 337 passed, 2 failed, 8 skipped, 42 xfailed.
Both full-suite failures were already present before the changes and involve Qt window activation and macOS Retina screenshot scaling.
Compilation: PASS.
Ruff lint: PASS; formatting applied.
