This PR adds an initial French (fr) translation to the PyLadiesCon Portal.
I translated a few of the strings that were already marked for translation and tested everything locally to make sure the French language option works and shows the correct text. Some of the template strings aren’t wrapped for translation yet, so they’re not included here.
