This PR makes a build stop with a clear message when the installed Quarto is older than 1.9.18. The message names the required and installed versions.

The Markdown-pages extension now sets the stage at which its filter runs. Quarto's extension schema accepts that only from 1.9.18. On older versions every site fails at the render step with a YAML validation error in _extensions/markdown-pages/_extension.yml, and nothing in it mentions the Quarto version. The nightly gauntlet, which pins Quarto 1.8.26, fails this way for every package.

The Markdown-pages extension sets the stage at which its filter runs.
Quarto's extension schema accepts that only from 1.9.18, so older
versions failed every render with a YAML validation error that never
mentioned the Quarto version.

A build now checks the Quarto version before it starts and stops with a
message naming the required and installed versions. The extension
declares the same minimum, and the troubleshooting guide states it.
