Pins engine 0.1.17 (ENGINE_VERSION, workspace version, Cargo.lock, the five @impeccable/cli-* optionalDependencies, skill/scripts/VERSION), mirroring #1082.

Ships everything merged since 0.1.16, among others: detect --github (#1065) and detect --list-rules (#1064), the hard-offset-shadow advisory (#998), Cursor's post-edit hook (#1069), Stop finding projects below the session folder (#1130), install's idle download timeout and offline update (#1131, #1144), the PowerShell call operator for the quoted launcher (#1110), the live CSP meta patch fixes (#1128, #1145), Codex user-level hook detection (#1063, #1121, #1140), straggler measuring the last word (#1135), negative margin shorthands (#1129), and the detector accuracy rounds (#1102 to #1155).

Sequence (same as #1082, CLAUDE.md D4):

  1. Tag engine-v0.1.17 from this branch's commit, not main: bun run release:engine from a checkout of this branch (dry run passes). release-engine.yml builds and publishes the five binaries + .sha256.
  2. bun run release:platform-packages publishes the five @impeccable/cli-<os>-<arch>@0.1.17 packages.
  3. bun install on this branch and commit the refreshed bun.lock (Engine 0.1.16 #1082's second commit). Until then a frozen-lockfile install fails; that is expected.
  4. node scripts/check-engine-release.mjs green, opt-in suites owed by an ENGINE_VERSION bump, then merge.

The skill + CLI 4.7.1 release PR is stacked on this branch.

Note

Low Risk
Version and lockfile-only changes with no application logic in the diff; risk is operational (installs break until GitHub/npm assets for 0.1.17 are published).

Overview
Bumps the Rust engine and CLI binary pins from 0.1.16 to 0.1.17 across ENGINE_VERSION, the Cargo workspace (Cargo.toml / Cargo.lock), skill/scripts/VERSION, and the five @impeccable/cli-* optional dependencies in package.json and bun.lock.

This is a release bookkeeping change: it aligns install/launcher version checks with the engine build that already includes merged work since 0.1.16 (detector CLI flags, hooks, live/install fixes, and related engine changes). Follow the usual engine release sequence—tag binaries, publish platform npm packages, then verify with check-engine-release before merge.

Main moved again while the previous merge was verified: release 4.7.1
and engine 0.1.17 (#1159, #1158), the row-stripe side tab and its
follow-ups (#1133, #1156), the stepper resting state (#1148), the
corpus round 11 deferred edge cases (#1155), the contrast grounds work
that drops unmeasured handed verdicts (#1147), and the generated
provider sync. No source conflicts; the in-page bundle conflicted as a
generated file and was regenerated from the merged source with
`cargo xtask bundle`. The sweep goldens stay main's as they stand: main
carries its newest fixtures' entries in them as accepted deltas in
DELTAS.md rather than re-recording, and this branch's sweep entries are
covered by its existing DELTAS entries the same way, as in the previous
merge.
