fix(surveillance): état de santé à l'adresse /sante - #25

Depuis les adresses de datacenter (runners GitHub), le pare-feu d'o2switch coupe toute requête vers une adresse en .php (/index.php compris ; / et les fichiers statiques passent). /sante est réécrit vers sante.php par .htaccess, et la surveillance l'interroge en HTTP/1.1 avec nouvelles tentatives.
