feat(exploitation): état de santé surveillé, conservation et accès aux données - #22

…x données - public/sante.php : état en JSON (base, tâche quotidienne, sauvegarde, registre, horodatage, autorité d'horodatage), 200 ou 503, sans donnée personnelle ; table etat pour les derniers passages. - Surveillance externe toutes les 30 minutes (GitHub Actions). - Durée de conservation : campagne_fin, suppression deux ans après, avis 30 et 7 jours avant. - Page de retrait : export JSON des données enregistrées ; retrait de la liste publique annoncé en minutes. public/sante.php: état en JSON, sans donnée personnelle — base, tâche quotidienne (dernier passage, problèmes), dernière sauvegarde, registre horodaté (entrée du jour ou de la veille, horodatée), signatures non horodatées depuis 24 h, autorité d'horodatage (interrogée au plus toutes les 5 min). HTTP 200 / 503 ; un contrôle jamais exécuté est « en attente »..github/workflows/surveillance.yml: lecture toutes les 30 min, trois essais ; échec → e-mail de GitHub.RGPD
campagne_fin: suppression de toutes les signatures deux ans après la fin de campagne (durée annoncée dans le texte d'information), avis à contact 30 et 7 jours avant.Vérifié :
