What about updating it as it is 3 years old?

I assume you are referring to the data used for IPA lookup? If so, the backend can be found here, and the source data is in the ipa-dict repository. The files for the IPA Lookup application are pretty simple to generate -- as you can see here, they are just composed of a simple JS array. It's true that they haven't been updated in some time, although the lookup app itself needs to be refactored or rewritten to be more useful. I'll see if I can update the dictionaries when I have some time -- in the meantime, if you are interested in using this data offline / on your own server, you can generate updated files from the sources above quite easily.
