Revert "fix(notifications): prefer default actions for window focus"

This reverts commit ce8da4c (#2281).

Motivation

• ce8da4c was a rewrite, not a targeted fix - it broke click-to-focus entirely
• ce8da4c didn't fix the multi-window issue it claimed to - when no default action is present, the same first-in-list matching is used
• The revert restores working behavior
• The real multi-window focus problem is acknowledged. I suggest reopening Some notifications coming from Kitty can focus the wrong window when multiple instances are open #2280. I will work on the solution.

@Ly-sec @ItsLemmy sorry for tagging you, but can you please look at it? ce8da4c (#2281) is quite obviously a regression and needs to be reverted as it breaks the functionality. I already prepared a working fix for the problem described in the initial GitHub issue, but it is based on this revert.
