Documentation hygiene change is appropriately bounded to current-surface Markdown and lint workflow scope; historical append-only evidence surfaces remain preserved. No DGAF candidate or experimental state is modified.

Deduplication audit (2026-08-30): the same current-surface Doc Lint changes are also present inside PR #140's broader documentation refactor. Do not reimplement this work elsewhere. Keep this PR as the isolated hygiene record; any eventual consolidation into #140 should preserve this PR's provenance rather than creating a second copy of the implementation. |

Purpose
Close the concrete Doc Lint failures identified in the current repository surface without modifying the DGAF experimental apparatus or PR #139 candidate.
Changes
README.technical.md.repos/*/GOVERNANCE.mdfiles with semantic Markdown headings.SWEEP_LOG/**and the historicalreferences/orchestration-patterns-log.md, which remain governed by provenance/history controls rather than presentation lint.Boundary
Documentation-only hygiene. No experimental state, freeze, authorization, candidate identity, or empirical N is changed.
Evidence
The changes directly address the MD040/MD036 findings reported by the repository Doc Lint workflow. Historical log findings are intentionally separated rather than rewritten.
