This folder tracks some basic github activity information about each plugin. It doesn't seem this information is used anywhere. Additionally, the update step for it in reindex.py has been failing on every plugin for quite a while.
We need to figure out if we want to fix the update step and use this folder in any way or whether we just want to nuke it...
