Investigate Nerves power consumption#3

Raspbian with USB disabled only uses 20 mA. Nerves with USB disabled uses 100 mA. We need to figure out what's consuming the power.

@ucwaldo is working on a PR for https://github.com/cjfreeze/power_control to disable USB. That will get us close.
