Merge of updated bulletproof API from here
BlockstreamResearch/secp256k1-zkp#23, which changes bulletproof size to 675 from 674, and is incompatible with earlier bulletproofs version.
Hopefully it's close, so once it's merged the merge from upstream elements in our libsecp256k will be trivial.
