Use Copilot plugin installation and plugin availability checks instead of the WIQD CLI installer. Preserve existing WorkIQ data routing and delegate runtime prerequisites to the WIQD skill. Focus the handoff on plugin installation and let the WIQD skill guide subsequent setup, without emphasizing CLI installation exclusions. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com> Copilot-Session: 21c023e7-e576-4475-8fc6-7dc4c5fc9c9c

This pull request updates the WorkIQ plugin documentation and skill guidance to clarify that all Microsoft 365 Copilot agent or plugin lifecycle requests (such as build, deploy, or publish) should be routed to the new Work IQ Dev Tools (WIQD) plugin, rather than handled by WorkIQ itself. It introduces a new reference guide for this handoff, updates user-facing documentation and skill instructions, and adds troubleshooting guidance for these scenarios.
Lifecycle handoff to WIQD plugin:
references/wiqd.mdguide describing how to detect agent/plugin lifecycle requests, check for the WIQD plugin, prompt for installation, and properly hand off requests. It emphasizes not using CLI availability as proof of plugin installation and not running CLI installers from WorkIQ.SKILL.mdto specify that agent/plugin build, deploy, or publish requests should be routed to WIQD, and to include new guidance and reference links for these scenarios. [1] [2] [3] [4]User and developer documentation:
README.mdwith a new section explaining that WorkIQ does not handle agent/plugin development lifecycle, and how requests are handed off to WIQD, including installation steps and preview status.AGENTS.mdto mention the new WIQD plugin handoff for agent/plugin lifecycle requests and clarify the correct installation and routing process.Troubleshooting:
references/troubleshooting.mdfor users who mistakenly look for agent/plugin lifecycle tools in WorkIQ, explaining the correct routing to WIQD.
