Broken foundry-managed-skills symlink in Microsoft Foundry plugin

Problem

The foundry-managed-skills skill symlink under the Microsoft Foundry plugin appears to be broken, so the foundry-managed-skills skill cannot be used from the plugin.

Broken symlink:

.github/plugins/microsoft-foundry/skills/foundry-managed-skills -> ../../azure-skills/skills/foundry-managed-skills

Impact

Because the symlink target no longer resolves, consumers cannot use the foundry-managed-skills skill through .github/plugins/microsoft-foundry/skills/.

We need to find the owner of the microsoft-foundry plugin and let them decide what to do. These skills are no longer a part of azure-skills plugin. They can either be removed or added directly to the microsoft-foundry plugin.
