Migrate Python Agent Framework samples to uv - #1068
The manual-run workflow still presents uv as optional and retains the requirements.txt setup below, although the migrated Agent Framework tree has no such manifests and every service pyproject requires Python 3.13. Remove the Python 3.10/requirements branch here as well so users are not directed to a nonexistent file.
Resolve browser automation conflicts by keeping uv-based installation and adopting the GA Toolbox runtime and documentation from main.
