I'm Mohamed Sabbar — CTO at IBTIKAR Technologies. I run my engineering org around AI-agent orchestration and agentic loops, and I operate the digital public infrastructure Mauritania runs on.
Mauritania's digital government, layer by layer:
- Houwiyeti — the national digital identity. Selfie-based eID that replaces passwords across government services and puts civil-registry documents (national ID, birth certificates, passports) in every citizen's pocket.
- Khidmaty — the national e-services portal. A unified front door that routes citizen requests across many government procedures on a single identity, single status, single audit trail.
- Aoun — the social-support platform behind the national cash-transfer and food-aid program, reaching the country's most vulnerable families through the social registry.
Node.js · Next.js · TypeScript · MongoDB · Firebase — picked to be operated by a small generalist team.
Building toward IBTIKAR as the regional reference for digital public infrastructure.
