Mirrors the rollout on esse/utils/code/made/prode: dist/ gitignored (pre-commit hook here is lint-staged-only already, nothing to fix there), and .github/workflows/release-wip.yml + cleanup-wip-releases.yml wire up mat3ra/actions' composite actions. Bumps @mat3ra/code, @mat3ra/esse, @mat3ra/prode, @mat3ra/utils to their WIP release tarballs. @mat3ra/standata is left on its registry pin: mode and standata have a circular dependency (standata also depends on mode), so this cross-edge stays untouched, same as made/standata. RELEASING.md documents the CI-only publish path.
mat3ra/actions is being made public, so callers no longer need to checkout it and invoke the composite action locally; call the workflow_call reusable workflow directly instead. [release]

Full explanation (why this exists, tag scheme, EINTEGRITY gotcha, cleanup policy) now lives in one place instead of duplicated near- identically across 22 repos.
… at published versions All four merged and published clean (utils 2026.8.18-1, code 2026.8.18-0, esse 2026.8.18-2, prode 2026.8.18-0), superseding the WIP tarball URLs. mode already has pretest wired (npm run transpile), verified via rm -rf dist && npm test - 22/22 pass. [release]
