Scope: UI-04, UI-11, UI-12, UI-13, UI-14, UI-15, UI-18, UI-19, UI-23, UI-24, UI-26, UI-27 (8 owned commits cherry-picked from fix/audit-ui-display-recovery after c6160bd onto origin/staging 4409008, no docs drift).
Review: SSR hydration timezone/clock (pinned UTC + useHydrated, server todayStr, initialHourUtc), privacy-correct manifest cache (network-first, honors no-store/private, offline fallback), planner empty/invalid dates (effective snapshots), actionable login errors (own-property fallback), year-inclusive history/ETA, committed library query + singular label, query/UUID validation compatibility (128/8, 404 after auth, outages still throw), zero-goal fallback, largest-remainder shares.
Checks: typecheck PASS, lint PASS, audit:code PASS (2 pre-existing rust clones), targeted 12/44 PASS, DB pure 4/35 PASS, web DB-free 73/409 PASS, real Chromium timezone/manifest/allocation evidence, gitleaks 8 commits no leaks. No Rust changes, no new deps, no version bump.
HOLD MERGE until parent resumes after UI controls/state prerequisites. Overlapping shells (dashboard-shell, food-search-modal, planner/progress/stats/recipe-builder) must be merged semantically at later integration, preserving all changes. Then rerun combined regressions before CI/merge/Railway. User authorized eventual green CI merge, no main/production.
