Add active view filter support to annotation and caption exports

What has changed and why?

This PR propagates the active view filter (collection_filter) to all export endpoints so that annotation, caption, and sample exports respect the currently filtered set of images - including tag selections, sample-id lists, and embedding-region lasso selections. A loading spinner is displayed on the Download button while the request is in flight.
