Shorten the clitg skill and move mutation safety, specialized actions, streaming, batches, and raw methods into focused references. Preserve explicit authorization, exact dry-runs, policy checks, and idempotency while allowing bounded safe retries.
Validation: 317 tests passed, one protected test skipped, 100% statement and branch coverage; formatting, lint, type checks, skill validators, reference portability, package build, and built-wheel smoke test passed. No CLI implementation changed.
