feat: add global orchestration run board

Summary

• Add a global, read-only Run Board with Attention, Active and History, project/workspace filters, staged task inspection and explicit workspace/terminal/diff navigation.
• Read bounded, revision-aware evidence through the authenticated runtime. Keep selection while releasing hidden subscriptions; preserve editor undo and terminal focus.
• Reuse Alera's tokens, shared components, desktop menus and central keyboard registry without a new default shortcut.

Validation

• Current head 19864a4f, immediate parent 6d2ddcd3 (feat: add orchestration run snapshots #581). Root/mobile generation and analysis, full Rust checks, 338 Flutter tests including 8 goldens, formatting, max-lines and actionlint passed.
• Twelve native Linux tests passed, including editor selection/undo, browser leases and restored keyboard focus. Seven current Board captures match inspected layouts; 131/131 Board domain lines covered.
• Codex gpt-5.6-sol high review iteration 7 passed with no findings against the immediate parent; 192 Dart and 6 Rust tests passed in review. Current-head PR Checks, CodeQL and Mobile Builds passed, including previous-host conformance. Zero open security alerts. Remains draft until the full stack is validated.
• Full desktop matrix will run at the final stack SHA under the explicitly approved risk-based policy. Earlier platform runs are historical, not current-head validation.

Scope and risks

Stack layer 3. Read-only inspection; contracts, launching, human gates and integration arrive later. Legacy attempts explicitly show an absent base SHA. Open Diff shows current workspace changes, not immutable task evidence. Strict protocol versions and execution/worktree ownership are unchanged.
