Shared components

Describe the story

Move common components, hooks, utilities, etc, to the packages/shared package. Update the web package to import those components from the shared package.

Update the shadcn configuration so that shadcn components are created in the shared package instead of the web package.

Review and update project documentation as needed for this change.

Acceptance criteria

WHEN a shared component is needed
THEN the web package imports the shared component from packages/shared

WHEN a shadcn component is added
THEN it is created in packages/shared/src/components/shadcn
