Updates release metadata and package versions across the monorepo (manifest, package.jsons, and changelogs) for a new set of client SDK releases.

Bumps @launchdarkly/js-client-sdk to 4.6.0 (and propagates it to @launchdarkly/browser, @launchdarkly/react-sdk, @launchdarkly/browser-telemetry, and examples), bumps @launchdarkly/js-client-sdk-common to 1.25.0, and bumps @launchdarkly/react-native-client-sdk to 10.16.0 (including updating @launchdarkly/jest’s dependency). Also updates embedded SDK/wrapper version strings in BrowserInfo, React Native PlatformInfo, and React’s LDReactClient wrapper version default.
