Release the modernization work: ruff for linting/formatting, Python >=3.10 only (drops 3.8/3.9), and typeguard >=3 (drops the 2.x series). Dropping those Python versions and raising the typeguard floor are breaking changes, hence the minor bump. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
