Summary
Problem
`npm run build`를 루트에서 실행하면 webapp의 `node_modules`가 없을 때 아래 에러 발생:
```
Error [ERR_MODULE_NOT_FOUND]: Cannot find package 'vite'
```
Solution
`npm install`을 먼저 실행하도록 수정하여 클린 환경에서도 `npm run build` 한 번으로 전체 빌드 가능.
