KEP-5517: Update KEP to reflect alpha implementation

  • Rename "Native Resources" to "Node Allocatable Resources" throughout the KEP.
  • Remove the ManagesNativeResources field from DeviceClassSpec in the main proposal.
  • Update NodeAllocatableResourceClaimStatus to use a map for resources.
  • Update NodeAllocatableResourceMapping to use CapacityKey and AllocationMultiplier.
  • Update the Kube-Scheduler Workflow to accurately describe PreFilter and Filter stages.

@soltysh does the TOC diff presubmit changes in #5890 not handle renames of the folder? It looks like it is looking for the old directory name which no longer exists in this PR:
