Bumps the workspace version and the dist manifests. Carries the bounded, time-limited and retrying multi-repo push and publish fan-out: at most KNIT_GIT_JOBS pushes and KNIT_FORGE_JOBS forge writes at a time, a per-push timeout, retries for transient host errors only, partial failures that keep the run going and re-run cleanly, and docs that send the review path from commit straight to publish create.
