Insert Phase C-fix block between app-03 and app-04 in execution tracker with 6 explicit steps to recreate missing skills, instructions, templates, validator, and fix next lint. Update tech-debt-tracker.md with Plan references pointing each debt item to its corresponding C-fix step.
