Complete v0.2.0 distribution: enable Pages + add the two publish secrets

v0.2.0 is released (tag, GitHub release, 4 binaries), but three distribution channels advertised by the README are still dark. Each is a repo-Settings action that only an admin account can perform — verified empirically: the workflow token cannot create the Pages site (Resource not accessible by integration) and both publish jobs fail/no-op on missing secrets.

Checklist

• Docs site — Settings → Pages → Source: GitHub Actions. The Docs workflow (mdBook + llms.txt) has built green for weeks; only the deploy step is blocked. Until then hefgi.github.io/suivi (README badge) 404s.
• crates.io — Settings → Secrets and variables → Actions → new secret CARGO_REGISTRY_TOKEN (crates.io → Account Settings → API Tokens, publish-update scope). crates.io currently serves a stale 0.1.0 that predates the entire Fix agent duration always 0; stop losing interrupted turns #16–docs: pin the binary download example to the release tag #33 series. After 0.2.0 publishes, consider cargo yank --version 0.1.0.
• Homebrew — same place, new secret HOMEBREW_TAP_TOKEN (fine-grained PAT with contents-write on hefgi/homebrew-tap). The tap has no formula at all today, so brew install hefgi/tap/suivi — the README's primary install command — has never worked; this step creates it.
