Update hparams_config.py

The change is proposed to improve the overall accessibility of the repo. It is often confusing for newcomers who are experimenting with toy datasets. The training fails with hard debug errors if they set the batch_size < total dataset size.

• The email used to register you as an authorized contributor must also be attached to your GitHub account.
